there are lots of ways to help save a struggling city:
-give homes to the homeless
-implement strict regulations to prevent landlords from being shitheads, and severe penalties for those who don't follow them
-completely destroy the police system and build a new one that's actually based on serving and protecting the general population, rather than just wealthy people and their property
-public vegetable gardens (or greenhouses; the latter is probably better in most climates)
-make transit free (preemptively saying that I mean free at the point of entry here; that is, no direct costs to the people taking transit. funded entirely through taxes)
-in addition to encouraging transit use, discourage car use (reduce space allocation for parking lots, implement road tolls, etc)
-prohibit elected officials from owning vehicles while in office (force them to walk/bike/take transit, force them to interact with their constituents on a daily basis)

The job of higher execs is to ensure their employees maintain their jobs, which in turn generates revenue, which in turn justifies the survival of the business. They are FAR more important than the average worker. It's less about what you are worth and more about what you will risk.
if that were true, workers would still be making more; they are in a far riskier position than any of the higher ups.

if workers lose their job, for any reason, they might not be able to eat. they might become homeless. that risk is not even close to being on the table for the execs.

there is currently a significant number of elected or potentially elected officials with the political mindset of not pushing for the actual needed change in the first place because they think it would be too radical and unpalatable to the right. so they push for the compromised version, which is still seen as too radical by the right, because of course it is. and then they end up compromising even further.

there are also people who hope to get elected on a platform that primarily consists of compromise.

to this day we still don't have any actual enforcement of those discrimination laws; to me it looks very gradual
so imagine how long those changes would take without people actively fighting for them

imagine how long they would take with people in power actively trying to push a compromise for no reason

but factually, if you graphed the sexual characteristics of everyone on earth, you'd get something that looked kinda like this:

-one penis, two testes, a prostate, visible facial hair, body produces specific amounts of certain specific hormones, etc.
-a vagina, a uterus, two ovaries, two developed breasts, body produces different specific amounts of specific hormones, etc.

and deviation from that would put you somewhere farther from one of the two peaks.

for a long time, scientists basically treated it as though only the two peaks existed, because 2 is an easy number to use for data. and it worked reasonably well, most of the time, for most people. but more recently, they've realized that such a model is not actually very effective for predicting results anymore. there are XY people that have given birth. there are XX people that have a penis and ovaries.

these are often written off as "abnormalities", and there are definitely some of these cases that have medical issues. but many don't. a few years back there was a pregnant woman who went to test her baby's chromosomes and found that a large part of her body had XY chromosomes.

stem cells from a fetus can also cross through the placenta into the mother's body, which is a whole other thing in and of itself.

now, you seem pretty legitimately inquisitive about this. but I've interacted with Solid Snake07 before, and I'm pretty confident that he doesn't actually have an answer for you
