Xenoblade already looked better than Borderlands 2 in 2015. Just barely lost to DKC2 which got 38% on Symphony of the Night while Borderlands 2 got 41% on Earthbound.

Luke fon Fabre (Tales of the Abyss) - Low fodder

A lot of people don't really like Luke and he was pretty bad in the one match we saw from him.

Siegfried Schtauffen (Soul Calibur) - Low fodder

Nightmare looked really bad in 2013 but I can see some justifications for giving him benefit of the doubt there. Siegfried was notably weaker than Nightmare in the first place and deserves no mercy.

Dark Pit (Kid Icarus: Uprising) - Mid fodder

He probably kinda sucks but at least nobody's who's played Smash is going to be particularly confused as to what a Dark Pit is or what franchise he comes from.

Sheena Fujibayashi (Tales of Symphonia) - Mid fodder

Fairly liked Tales side character that avoided looking terrible in her one match plus TJF. She probably avoids looking too bad.

Dimitri (Fire Emblem: Three Houses) - High fodder

Rex (Xenoblade Chronicles 2) - Low fodder

He's from a modern game, his design looks kinda bad and doesn't have TJF to salvage him, and a quick check suggests he may not necessarily be that well-liked. I've certainly heard complaining about this game's story in general; not sure how much Rex factors into that.

The two Golden Sun games on GBA are generally good but be warned that the story and characters are extremely bland yet still manage to spend ridiculous amounts of dialogue parroting each other's lines and talking about nothing. I've never played a game that needed a skip cutscene option more than this series.

The DS game, Dark Dawn, exacerbates some issues the games have always had and has some additional problems; even many fans of the first two are pretty "eh" on it as a result. And should you actually end up caring about the plot, it ends with a lot of unresolved stuff that was supposed to get handled in a sequel that's now pretty much never going to happen.

Hes a big part of Wind Waker for sure and thats going to keep him out of the basement. I could see high fodder being argued (hes clearly not touching fodder line where midna is) but...who cares about this guy, seriously?

Meme character where most of the joke is the guy's lack of presence in his game. (which is Mega Man X2 rather than the original so he's not even from something strong)

Meat Boy (Super Meat Boy) - Low fodder

Lost hard to Game & Watch, probably the weakest Melee character outside of individual Ice Climbers.

Fa Mulan (Disneys Mulan) - High fodder

I don't expect Disney females to do much but I just kinda figure the action-y one in the movie from the Disney Renaissance with the I'LL MAKE A MAN OUT OF YOU song should be the strongest of them. The live-action movie is also coming out in a couple months which will at least keep the name Mulan sorta on people's minds. May revisit this later if we vote her high fodder but the movie is a horrific flop.

Roy Campbell (Metal Gear series) - Mid fodder

In a prominent role in more than one Metal Gear game as long as you're at least sort of well liked is probably enough to beat Low fodder in general.

Dawn (Pokemon) - Mid fodder

People not really into the post-GSC stuff had already mostly tuned out by the time May showed up anyways. I doubt Dawn is worse by any significant amount.

Jinjo (Banjo-Kazooie) - Low fodder

The meme is dead enough that it would indeed be unexpected if Jinjo got into another contest.

+If Nine Hours, Nine Persons, Nine Doors could make the 2015 contest, it seems extremely likely to make this one too.

-I kinda suspect we're not gonna see Mega Man 11. People liked it alright but it made zero waves and a merely decently well-received entry in a long-running franchise doesn't strike me as likely to excite nominators.
-The Witcher III has so totally blown away the first two games that I'd be a little surprised to see Witcher II.
-The number of people who have rated Baba is You on gamefaqs is in the double digits.

Would he repeat that nowadays? Hell no, he's the closet thing VI has to a Vincent and I'd expect Shadow to have similarly dropped like a rock. It also hurts him that FFVI characters the few years after that poll were in general not particularly good so him beasting that poll doesn't seem as impressive as it should. I figure nowadays he ranks below Terra/Celes/Locke and the Figaro bros but above everyone else - barring possibly Mog, who's liked for being a Moogle more than he is as a character.

The other question here is if "Ninja Factor" really is a thing and gamefaqs are a bunch of weebs who'll disproportionately vote for ninjas without necessarily caring that much about the characters or their games. Not sure how well that's gonna work in 2020 but Hayabusa hasn't quite died off yet so maybe!

He frankly did poorly enough in 2013 that you could just maybe consider LAW fodder if you don't think he got Last Place Factored and especially if you figure he'd have gotten even weaker since. I'm not gonna go there but it's not totally unreasonable.

L-block seemed around the fodder line in 2018 and I-block lacks L's history so a tier lower. While the situations aren't entirely the same, with just how vanishingly little his notoriety did for Draven I'm not inclined to give L-block's history enough importance for more than tier's difference.

Makoto Yuki/Protagonist (Persona 3) - Low fodder

Dragon Quest VIII/Persona 3 pretty much taught me no amount of greater publicity for Persona in general will necessarily be of much benefit to Persona 3 and with how lackluster even Yu's been, I think he'd definitely need that to be working for him to break out of low fodder.

Persona 3 Portable having an alternate female protagonist probably isn't a huge issue but it doesn't exactly help him. Also, not even really have a real name.

Faris Scherwiz (Final Fantasy V) - Low fodder
Suicune (Pokemon) - High fodder

I feel like Crystal version is sorta irrelevant compared to GS. It's sales aren't terrible on their own but they're pretty bad relative to Gold and Silver. The game hit at a bad time in Pokemon's popularity on an outdated console and just didn't do enough to immediately differentiate itself. The reader and critic reviews here are worse than G/S despite the game itself being marginally better. The Thing On The Box of Crystal is probably not going to be on the same tier of strength as The Thing On The Box of Silver or Gold. And HeartGold/SoulSilver means a lot of people playing from 2010 skip right past The Suicune Box game.

Sabin Figaro (Final Fantasy VI) - High fodder

FFVI's large cast and the way its story is structured is going to prevent any of them from being particularly great but I think the Figaro brothers have enough story and gameplay time and are from a strong enough game to manage high fodder.

Claude (Fire Emblem: Three Houses) - High fodder

Wouldn't hope for much better from a modern JRPG of probably only decent strength, especially with the way the game seems to divide up the faction leaders.

Makoto Niijima (Persona 5) - Mid fodder

I'd expect a strength drop from where Joker seemed to be.

Charles Barkley - Low fodder

Michael Jordan is a ridiculous icon from our youths and I think that keeps him out of the basement but Barkley's not quite on his level and I don't think gamefaqs cares much about basketball at this point.
