Well as I understand it they don't use it for things such as assault, it's more along the lines of something like possession. As for the legalities all they really need to do is give some bs excuse that they didn't the the charges would stick at the time but now they think they will, as long as its within the statute of limitations I'm not sure if the delay would be contested.

Kansas City uses what they call NOVA. Essentially, the police know who's who in the gang world and have a pretty good idea who is involved with who. The program itself has been pretty successful, but it only works after a crime has been committed rather than preventing crime in the first place.

I want to read more about that, but the bolded part seems a little fucked up.

It's really no different than when a prosecutor does the whole "we have you on minor crime x, flip on your buddy for major crime y and we'll forget x happened".

What's even worse is when they start a job then pull the crew to work on something else. I have a mile and a half stretch of road by my house where the right half of the right lane has been torn out, its about three inches lower than the left side of the lane but the lane is still open for some reason. The county has been harping at the company to finish but apparently they have until October 13th to finish the job, so they'll probably get back on it in a month and a half...

I saw the Rock at a grocery store in Los Angeles yesterday. I told him how cool it was to meet him in person, but I didnt want to be a douche and bother him and ask him for photos or anything.
He said, Oh, like youre doing now?
I was taken aback, and all I could say was Huh? but he kept cutting me off and going huh? huh? huh? and closing his hand shut in front of my face. I walked away and continued with my shopping, and I heard him chuckle as I walked off. When I came to pay for my stuff up front I saw him trying to walk out the doors with like fifteen Milky Ways in his hands without paying.
The girl at the counter was very nice about it and professional, and was like Sir, you need to pay for those first. At first he kept pretending to be tired and not hear her, but eventually turned back around and brought them to the counter.
When she took one of the bars and started scanning it multiple times, he stopped her and told her to scan them each individually to prevent any electrical infetterence, and then turned around and winked at me. I dont even think thats a word. After she scanned each bar and put them in a bag and started to say the price, he kept interrupting her by yawning really loudly.
