You'll need some Super Repels, and a Level 30 or so Pokemon (but no higher than 39) in the lead of your party. Go to Route 36, which is to the west of Violet City. Use a Super Repel and run around in the grass there until either you find the Beast, or the Repel runs out: the Repel will keep away all of the wild Pokemon due to your choice of a lead, but it won't stop Entei/Raikou due to them being higher-leveled. If the Repel fails, then the Beast isn't on Route 36; in that instance, go east and to the Ruins of Alph (not just into the gatehouse but through it, to where the music changes), then return to Route 36. Activate a Super Repel and repeat. Reiterate this process until you have encountered the Beast, and confront it as you desire. This will take some time but it at least has consistency.
