I don't know the comic character, but he matches the DCAU version quite well. He's only been in a few episodes so far, but he's followed through on all the threats he makes. Up to and including killing a child.

From what I caught of a random episode he's apparently the head of the court of owls in Gotham which is a departure from his comic origin of being an ancient immortal that grew to hate humanity after being betrayed by the prince he worked for
