you're correct--that was where they put all their political capital. at the time, though, the intent was to pass a public option. conservative democrats torpedoed it, and in passing with budgetary reconciliation, for some insane reason, harry reid didn't just switch back to the house bill that had a public option.

i've read before that bullying mostly occurs in middle school, then high school 2nd. But i think that h.s shootings are much more common than m.s shootings.

hs bullying is rarely some older bigger kid beating the tar out of some younger weaker kid

and more an entire social group choosing to cut contact with one individual member of their group for some perceived minor slight

The AR-15 is a long gun. And if you wanted to make an AR-15 the exception for requiring a psych evaluation, there's really no point. Particularly in a situation where someone would be shooting unarmed targets until the police arrive, an AR-15 is no more or less deadly than a lot of other rifles. If somehow, AR-15s magically become extremely difficult to obtain, then shooters would just use something else like a mini 14.
