HSI (as part of DHS) has very broad authority. They've likely assembled a task force with an agent or two from each agency and are building a case to hand over to DOJ. That's usually their MO.

FWIW, they don't usually leave many fingerprints when they're involved with something. Surprised their involvement here even made the news.

Ive never heard of a criminal escaping via private jet before. Seems like a really affective means for getaway Im surprised the authorities didnt shut down.
