HSI (as part of DHS) has very broad authority. They've likely assembled a task force with an agent or two from each agency and are building a case to hand over to DOJ. That's usually their MO.
FWIW, they don't usually leave many fingerprints when they're involved with something. Surprised their involvement here even made the news.
