Putin doesnt believe Ukraine is a legitimate country or culture. He believes it is territory that velong to Russia and that they are ethnic Russians. Entire villages have been systemically exterminated or relocated (kidnapped) to Russia for forced labor and reeducation. Its literal genocide taken directly from Hitlers playbook
the closer thing to attempted genocide would be the decade+ of pogroms and shelling from Ukrainian ultranationalists towards the roma and ethnic russians in eastern ukraine that the government couldn't reign in because they incorporated literal neonazi militias into their state military. And then a sprinkling of cultural genocide on the side with government policies towards the russian language in a country split between ex-galacians and russians.
Putin's just doing an everyday evil imperialism landgrab with a dash of warcrimes; not trying to wipe out a population by herding them into concentration camps and shutting off water/aid/etc.
