It's a point system twitch recently added which allows people to collect points for being active in a stream with them enabled, which they can redeem for things like highlighting a message in chat or unlocking a sub emote for 24 hours. You can also gain bonus points for things like participating in raids, donating bits for the first time or being a first time subscriber. It's supposed to encourage chat interaction in a positive way.
