How many blue states recognized gay marriage in the 90s? Thought most of those law passed in the mid- late 2000s

The project's policy document Mandate for Leadership calls for the replacement of merit-based federal civil service workers by people loyal to "the next conservative president" and for taking partisan control of key government agencies, including the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), the Department of Commerce (DOC), and the Federal Trade Commission (FTC). That's a bit tricky, as it was illegal on a federal level. I guess the more accurate term would be "decrimalized". Messed up, but this is what happens when conservatives rule everything. I do know that Hawaii was the first State to bring it to national attention.

Let's be real; as long as they could carve out a ruling that says that all existing marriages are to be considered valid, but mitigate any that were from the date of their ruling, then there's at least a 50% chance he'd go for it.
