It seems to have a poison-type move that always confuses in an aoe.

Or it's a rebranded Pecharunt ability.

EDIT: On second watch, it uses several different moves that end with confusion, so it's likely an ability for poison-type moves.

If it helps, that's because the original Japanese voice acting for most games and anime don't try to sound like normal talking either.
