The usual argument is that you're pulling the moisture out of the air (that's the canonical explanation for how Iceman's powers work). So you'd have an easier time generating ice if it's really humid than you would in the middle of a desert.

As for fire, the fact that we're surrounded by oxygen and flammable things should cover most of the requirements. Which is why in the comics, the usual go-to move for fighting the Fantastic Four usually includes locking the Human Torch in a room with no oxygen.

Fire is easier to make at will mundanely, so ice is the obvious choice. Ice necessitates tech to make most of the time. Being able to make it at will, especially as global temps rise, seems much more useful.

There you go. Assuming ice powers make you immune to the cold, you can move to the Arctic Circle (or Antarctica) and craft your own massive Fortress of Solitude out of ice. Become the Frost King.

If we are talking about only making IRL fire and ice than fire is more useful because you are creating energy from nothing and real life ice isn't generically useful.

If we are talking about the magical version of fire and ice powers than you can use ice as projectiles, armor, and to create any number if useful objects to use in daily life and while fire would still excel at destroying things more I doubt that's more useful to more people unless your profession puts you actively in combat.
