It has been a while now since I played, so my memory is a bit vague on what some of this means.

I remember each class had its own, like, ultimate transformation. In the case of Saiyans, that was SS3. For Frieza Race it was to turn golden, for majins it was the Kid Buu form, etc.

Is SS4 a higher-level transformation, or is it just a costume/skin?

They've added some other transformations since then (mostly Saiyan-exclusive ones like Super Saiyan God but they added universal transformations for the other races as well), but this SS4 doesn't appear to be an actual transformation and is just specific to this version of Goku.
