I know it means nothing since Im on an emulator, but I caught the birb on principle.

That's not unusual for enemy pokemon, though. I remember seeing wild lv. 5 metapods and kakunas, even though they don't reach that state until lv. 7.

You can find level 4 Bibarel in gen 4. It's not that unusual.

Yeah theres even some trainers that have underleveled evolutions.

Shoot, Pokemon Yellow introduced Pidgeotto in Viridian Forest at...apparently LV9, but I could have sworn I remembered catching Pidgeottos in the 3-4 range way back when~

I loved hunting under-leveled evolved Pokemon. I think in Gen 4 you could catch level 13 Golbat and have a level 14 Crobat because of it, plus many others, and of course a level 3 Electrode in Gen 1. I don't think that's much of thing these days, though, as I don't remember coming across anything when I played through Scarlet.

Most underleveled Pokemon nowadays will come from Go. Using candies to evolve doesn't raise the level, so you could easily have level 1 Dragonite, even level 1 legends like Latias and Latios, or level 15 Mewtwo.

In Sun and Moon there's a spot where you could hunt a level 9-11 Salamence and another spot with an underleveled Dragonite and Kommo-o.

You can get a level 4 Poliwhirl in Kanto, thus you can get a level 4 Poliwrath/Politoad.

Can get a lvl 1 Gyarados in B/W2 but postgame only and sucks to get.

Oh yeah, I forgot about those, despite all the shiny hunting I did in Gen 7.

It probably comes with Trash. Can also get lvl 100 Karp in the same area.

Thrash in Gen 2-5 (Also gets Bite in gen 6)

in Platinum, if you're dedicated enough, you can get a Level 11 Crobat

(specifically, you can catch a Level 10 Golbat, then boost up its happiness so it evolves in one level)
