No, it's President Grassley if this isn't resolved by the 20th. The house must have a speaker and be sworn in in order to fulfill their obligation of being present when the electoral votes are counted.

It's important to see how much of a shit show it is. People were adamant that Trump and Republicans were going to be lock step. If they can't even get Trump's chosen Speaker in on day 1 then things look bleak.

Thats not what I asked. I was asking for clarification of the rules. And as the next post demonstrated the non voters get another chance to vote and clearly will if need be to prevent what I asked. Still just wanted clarification if non votes could theoretically lower the threshold.

The rule is a majority of all votes cast. If all 434 House members vote for someone as they did in the first round then 218 votes are needed to become Speaker. If any member doesn't vote for votes present then that potentially lowers the threshold needed. If 1 to 2 members vote present then 217 votes are needed, if 3 to 4 vote present then 216 are needed and so on.
