well they still are but mostly because they are to realistic compared to reality

the only villain in that show who matches reality is dr blight as she wants to destroy the world just for fun profit is a distant second in her mind

There were two types of villains in Captain Planet. Those in it for a profit (Greedly, Plunder, Sludge) and those in it for fun (Blight, Scumm, Nukem, Zarm) Scumm was probably the worst as he didn't have the "for science" motive of Blight, need to feed on radiation like Nukem, or the twisted social darwinism of Zarm. He just wanted to spread chaos.

It's still weird that they never made a remake movie or something with that. I mean it has superheroes, environmentalism, and 90s nostalgia.

Especially in 80s cartoons the one villain who represents drug abuse usually is the worst. There's even a decent chance that the main villain of the show will temporarily switch sides for that one episode as soon as a drug dealing villain enters the scene.

So yeah, Scumm is the worst undisputedly.
