In the bad old days before the 90s, cheap fly-by-nights American companies like ADVision would own distribution rights and so handle dubbing on the cheap. They would do this by hiring scabs with no experience to voice act. Most often these were just friends of theirs or employees from other departments.
I heard one story about a distributor who would get laid by trawling Brucie-cons and offering fan girls voice acting jobs.
