Mexican Economy Minister Marcelo Ebrard, speaking alongside Sheinbaum, called for more regional cooperation and integration instead of a war of retaliatory import taxes.

"It's a shot in the foot," Ebrard said of Trump's proposed tariffs, which appear to violate the USMCA trade deal between Mexico, Canada and the U.S.
Ebrard warned the tariffs would lead to massive U.S. job losses, lower growth, and hit U.S. companies producing in Mexico by effectively doubling the taxes they paid. "The impact on companies is huge," he said.

The proposed tariffs would hit the automotive sector's top cross-border exporters especially hard, Ebrard added, namely Ford, General Motors, and Stellantis.
Ebrard noted that 88% of pickup trucks sold in the U.S. are made in Mexico and would see a price increase. These vehicles are popular in rural areas that overwhelmingly voted for Trump.

How could making exceptions work?

Sell exception licenses to Americans allowing them to import as a middle men.

This will not work for me. It most likely will not work for you either. i believe it will work for those holding licenses.

Well there's exclusions for things to a degree. For example you could apply for an exclusion from the sec 301 tariffs and you would use a different sec 301 which excluded the additional duties if your request was approved by a trade representative. Exclusions are mostly gone now for sec 301 at least but could easily be brought back.

But there's other stuff like that and they can always add more exclusionary tariffs.

Well, the Trump admin are the ones that came up with sec 301 and it's exclusions back in 2018. They aren't that unfamiliar with the concept of exclusions.

The fact that a plenty of large corporations had plenty of large sec 301 exclusions then should be used as an indication that they will likely get them again.

Just to add, Trump nominated the new USTR. Jamieson Greer and that's they guy who heads out the department on who can get exclusions and whatnot.

I might have a misunderstanding of how tariffs work but couldnt trump just say ok, business XYZ, you are exempt. Or if its the foreign company which pays, the US government could have knowledge of such arrangements and provide exemptions that way
