It depends what you mean. Is there a country where absolutely nobody residing there is racist? No. Is there a country where the culture isnt inherently racist? Thats more possible.

But yes, the US has very publicly been a nation with high levels of racism for more or less all of its existence. Thats not to say that all Americans are racist, because theyre not, but its certainly part of the fabric of society.

Pretty sure the Floyd movement proved that all countries have institutionalized racism and racist culture. That's not to excuse America's by any means, mind you.

Also obviously, how racist, how hidden the racism is (both by the people and by the system), and who is racist has fluctuated over the years. But the US in general being very racist has been a constant. For fuck sake, Hitler literally modeled how systematic racism was going to work in Nazi Germany off how the US treated African-Americans.
