I know that's not the only factor, but there's a significant amount of the country who didn't want him either time. A lot of his base has died due to being idiots about Covid. His behavior since losing in 2020 has likely alienated quite a few people. So, his guaranteed votes have shrunk. Not to mention, the Republican party has been making a big show about being giant turdballs, so they've riled up the liberal non-voters. The Republicans aren't going to gain many voters, since their supporters aren't typically non-voters anyway.
