Split himself into four and--rather than use the terrain to all sneak up on the sniper that was firing at them--ran all out in the open and let the sniper pick off the clones, hoping that he'd have enough time to reach the sniper before all four were shot. He did eventually eliminate the sniper, but it was a sacrificial elimination and he took himself out along with him.

That whole episode was one of the worst in the ToP arc.

No it's just terrible writing. Cell has all this knowledge about them but forgets it at important parts to help move the already written bad plot. Since it's DBZ people give it a pass and nonstop excuses though.
