This sounds like those horrible debtor prison models they had in Europe a couple hundred years ago. They threw them in jail for debt and while they were there they charged them for staying there so they never could get out of debt.

When you do this to someone who's already going to have a difficult time getting a job because of their criminal record you're just locking people into cycles of poverty and debt that are extremely hard to get out of even if they're trying to do everything right. Which I suspect is the point.

I honestly think you guys are giving republicans too much credit. Cynically locking people into poverty and debt is far too elaborate a plan.

No, I think the simple motivation is "criminals are scum, let's punish them and make them PAY". It's literally just that, with no further thought about the consequences or harm that causes.
