the ncr are not the good guys

they may be a more stable and generally baseline option for the wasteland but they are a bloated bureaucratic body interested in furthering their reach and not much else

they commit genocide by accident (bitter springs), whereas the legion does it on purpose. i guess ones better. its not a distinction i like making or think of as very useful tho
