So what did the lack of net neutrality actually do since 2017? I recall all the hysteria about it ending and even bought into it myself but the reality seemed like it didn't really have an impact at all. Is there anything documented about what actions by ISPs could have been prevented or initiated if Net Neutrality remained in place between 2017 and now? Or was it all just specters and fearmongering that is bringing it back now?

The only thing I know is that my internet bill skyrocketed for no reason ever since it was removed, and I couldn't switch because they are the only good option in my area.

Unfortunately, net neutrality doesn't have anything to do with either of those things. The first is just capitalism being capitalism, and the second is cronyism keeping governments from enforcing monopoly restrictions. Unless your bill went up because you chose to pay for a "fast lane". Those are one thing net neutrality prevents.

Yeah, it sucks. Currently paying $75 for a $40 plan and it's likely gonna increase again in a few months.

Who's your provider? I have to use Xfinity as they're the only person at my address who will offer gig speeds. When I moved no joke 0.5 miles up the road and had ATT fiber at my last place, ATT told me they could only offer me 25mbps at my new place so I had to go with Xfinity. I've managed to keep my bill at $100 a month for 1.2GB plus unlimited data for the past 4 years by calling them once a year when my current rate is about to expire and telling them I want to keep it or I'll have to switch services and its worked every time.

Thankfully, nothing much was implemented. Between things being challenged in court, states implementing their own protections, and the risk of a future administration (hi, Joe Biden) coming in and changing things back, most ISPs decided not to rush into any changes.

But, to be clear, that's not because net neutrality isn't important, and doesn't mean the next time it comes under attack it's ok not to fight for it.
