The comments interpret way on the far end of the spectrum. I thought it was Billy Ray was angry at miley.

It really isn't. Family Guy doesn't do super dark humor as often as, say, South Park, but it still occasionally does and has done even worse than this. A certian joke that involves Peter suggesting someone shouldn't ask him for directions comes to mind; not gonna even hint at the setup.

Do, or do not. There is no Trumble.

Family Guy had a gag involving Quagmire graphically forcing himself on to Marge Simpson then raping her and then manipulating her to "like" it, then proceeding to murder the Simpson family when Homer found out.

So this is nothing by Family Guy standards.

Not really. There was even a joke about Meg having sex with her dad when he lost his memory

They tried to do a domestic abuse episode. For some reason they tried to make Quagmire the good guy to oppose the wife beater. They also killed off Brian for a few episodes as a ratings trap. The dark part there just being what they are willing to do to get more views. Oh, right, they also have beastiality, to the point where Brian gave Stewie herpes. Seems a little darker than mere incest.

There is also just meg in general. Because apparently its "funny" to mentally and sometimes physically abuse a "loser girl" of no real decent looks or something.

That is just a few of the things they did. I really don't see how a joke about incest, especially as one of their constant cutaway gags, counts as "dark" for Family Guy.

Brian giving stewie herpes wasn't because of beastiality though. Stewie wanted to be blood brothers with Brian and they both cut their hands and shook. That's how he got herpes from Brian hut yeah Brian alone is a huge beastiality joke.

I often wonder exactly what it is that Family Guy apparently does well enough for it to keep existing.

It's not as good at crass humor or crossing the line as South Park, its overall presentation and memorable moments fall far behind all of its peers (most things that Family Guy is remembered for are either things it didn't actually make up but just brought to public attention more, or are memes that are backhandedly mocking it), it only has one conventional video game to its name and no theatrical movies, hasn't won any awards that I'm aware of, and Youtube comments sections have taught me that apparently literally everyone hates this show.

Yet it continues to exist.

Same as the Simpsons really. It's a comfort show for many. I for one quit watching and I remember the exact scene that did it for me. But that was also like 10 years ago. It's kept going because people are familiar with the characters and now and then they likely have a great episode. It's why I still watch American Dad or It's always sunny.

Setup and feel are different from South Park. Family Guy sets up an aesthetic of normalcy so that the "suddenly fucked up" bits hit better, whereas, in South Park, if I haven't seen Jesus come done and fornicate a living turd, it's a bland episode.

No it's not. It goes at least as far back as season 7-- the season where they had way darker shit like that such as the O.J. episode (the most despised episode in the entire series due to the full Conway Twitty cutaway songs combined with the subject matter,) and a painfully, cringe/edgelord extended cutaway where Mary Poppins Peter falls on a pair of children, killing/crushing them graphically, and is absolutely horrified (or maybe that was season 8?)

And you already have Peter shoving Meg's face into his ass and farting since Season 3, which itself is bad enough. I can't recall which season Peter the police officer bachelor party stripper episode was, but that one was also pretty bad-- bad enough that I cannot describe parts of it without getting modded.
