Skyrim fans will make up the largest part of the audience they try to appeal to. Hate it or like it, Fallouts backgrounds were ai, so an Elder Scrolls show would also have ai backgrounds which would cut location budgets. Moving between provinces isnt uncommon in lore and would give more creative freedom.
