I like to play them but I don't get very far figuring them out on my own. There should be a tutorial that's not just here's how to jump block and punch and here's your movelist now go have fun, but like:

Here, you play as this guy for a sec while your opponent is that guy. Because this opponent is faster than you, you should focus on range and try to anticipate their moves. Or whatever the hell you're supposed to do if the opponent is faster than you. I don't know because I've never played a fighter with this kind of tutorial, lol.

Now play as this other guy. He has short range but his throws are particularly devastating, so here's a good strategy for trying to bait your opponent into a position where you can throw them. Or whatever the hell you would do with a character like that.

Some modern fighting games do have this sort of stuff. Skullgirls started the trend and still leads it. Has exactly what you're asking.

they've gotten a bit better in recent years but still sort of suck and I'm not really sure why. I've definitely seen one or two that are:

here's your long range move. here's your close range move. here's your anti-air move. now we set up some contrived situations for you to use each one in and see why they're good.

but even that is only the most basic of basics on a strategy level
