it depends on the country. There are a lot of examples where discoveries are worth a lot of money like Spanish treasure fleet gold is found and governments seize them. I think in the case of metal detection, on what looks like state property, the artifacts belong to the state unless he has an agreement with the landowner. I know hobbyists who do it locally on private property are encouraged to come to clear terms with people whose property they are detecting on
