If youre lifting them together like a dumbbell press then the weight is counted together. For separate movements like curls they count separate

Like in overhead press? Together is what I do.

What matters is if you're internally consistent in your own logs and schemes. If you only count single double (ie, OHP with 30's). so incrementing up to either "70 lbs" or "35's" is functionally the exact same weight.

Like, ideally, you count the barbell when it comes to the weight on bench press et al. 135 lbs is the bar and one 45 on each side. If you only count the weight on one side (45') or the sum of the weights (90'), then it doesn't matter when you slap on those adorable 2.5 lb plates, so long as you are consistent. 140 = 47.5 = 95, in practice.

It's just going to be a little funky when you're trying to help someone else and being like "yeah, I bench 90" when you really mean "yeah, I bench 225"

I have lately been using a stopwatch to keep my rest periods to around a minute when before I'd just wing it and it could be several minutes in between reps. Haven't really increased reps besides maybe an extra one or two if possible. Some days it can be rough and some days it can be alright. I'll admit I haven't been able to be as consistent with my workouts lately as well. Thanks for the advice. I'll try doing drop sets and pushing more.

The weight is whatever weight the dumbbell is, doesnt matter if youre lifting two 30lb dumbbells at the same time or lifting one 30lb dumbbell at a time. Its 30lbs

a dumbbell press with 2 30lb weights is equivalent to a 60 pound bar press. In fact lifters are usually stronger on bar presses.

I use strengthlevel.com
It will differentiate between dumbells and barbells. So for dbs you'd only use the weight of one and be able to directly compare it to others.

Lots of exercises don't directly compare to eachother 1:1 when using dbs vs a bb. The movement itself is slightly different, you can compensate more with your stronger arm, you're using more/fewer stabilizing muscles getting into position is different, etc. In general, you'll be able to move more weight with a barbell than the combined weight of the dbs.

It is not equivalent.

A bar in the context of an open chain exercise makes it a bilateral movement, a dumbbell makes it a unilateral movement. If the weight is not connected each limb is lifting the weight through space without assistance from the other limb. Meaning each limb is lifting 30lbs. hence he is lifting 30lbs.
