Because he could. The power dynamic is clearly in his boss's favor. Yeah Bob can pick him up and crunch him into a ball with ease but that's not gonna feed his family. And Bob clearly needed to keep that job or he wouldn't have hesitated, being fired was an actual risk for him because vigilantism doesn't pay the bills in that scenario.

I think his boss is pretty reasonable too, definitely a terrible person morally speaking, but he was pretty clear about what he expected from Bob and even after he was physically thrown through a wall, he didn't press charges for assault iirc so that was pretty lenient of him. Especially since charges being pressed against Bob was basically what ended super heroism as a career.

Also I don't know for sure but I think his boss was aware of Bob's powers, he knew what Bob wanted to do, which was stop that mugger and acted like he knew Bob could do it, that's why he presented an ultimatum as that was the only way to stop him. Bob is likely registered as a former super by the government too so it's not unlikely that potential employers are made aware of this. I mean Bob can kill a man with extreme ease even if it was accidental, I think most people would want to know this beforehand. Frankly I'm surprised he gets hired at all given his track record as a failed vigilante and subsequent failure to adapt to society, it's clear that insurance gig wasn't his first job he got fired from given how he reacts to it.

Presumably live off the money he got the first time around prancing on the island. The pay was supposed to equal several times his annual salary, though I forgot how much exactly. Maybe 3? So they could probably live for another 3 years before they run out, and at that point supers were popular again after taking out the last robot.
