It's a very popular request, but we all know what direction Conker as a character went a few years after Diddy Kong Racing came out. Nintendo didn't even want to publish Bad Fur Day themselves, and refused to advertise it. The DS remake removed Conker as well as Banjo mainly due to both characters being owned by Microsoft, but with Banjo still making appearances on Nintendo consoles even after the sale (two Banjo games on GBA, Banjo in Smash, and Banjo-Kazooie on NSO), seems like the sale isn't that big of an issue for him and he's still mostly a family-friendly character. Conker, on the other hand, is now colored--for better or for worse--by Bad Fur Day, and Nintendo may not want Conker appearing alongside Diddy Kong.

Or maybe I'm wrong, and Diddy Kong Racing will appear on NSO next week or month. *fingers crossed*

None of the NSO games have had any major changes done to them, for better or for worse, and were simply ported over as they were originally released (or their latest bugfix version). Hell, they put the Pokemon Stadium games on NSO, and essentially half the game is inaccessible because the NSO versions can't support the Game Boy titles.

For Diddy Kong Racing, it'll be either the game as it originally was in 1997, or no game at all.

The depiction of Conker in DKR is of a technically completely different character (Conker as he was supposed to be in Twelve Tales) so it's not a matter of content being seen as inappropriate. Bayonetta is in Super Smash Bros. and those games consist of dismembering angels while twerking.

DKR is just a weird example of who-owns-what. Nintendo barely had any part in its development outside of allowing Rare to use Diddy Kong for branding purposes. Nintendo didn't even publish the original N64 game. The decision to bring it to NSO would be as simple as Rare/MS working out whatever deal to release Banjo-Kazooie and Blast Corps on NSO.
