you are supposed to call "Uno" when you have exactly one card left. that does not happen until you have officially played your second to last card. any other choice is objectively wrong.

I think while is the perfect time, but before is acceptable though sub optimal. After is a bad idea, cause if your slightly too slow you'll get called out and have to draw. Its also easier to forget or get hit for taking a second or two too long to call ... Copied to Clipboard!

As you are putting it down. Saying it before the card touches the pile is a penalty, saying it after allows for someone else to say uno.
