Was that a blooper they decided to keep in?

Hans attempts to give the instruction twice in German (I believe) and the henchman just looks back at him confused until Hans eventually snaps and yells it in English.

Was Hans being bad at speaking German a subtle part of his character or something?

I'm guessing Hans said something more vague in German and Karl didn't understand what he meant. Hans saying it in English could be some roundabout way to get through to him. He says it in a different language they both know as a point maybe. Like he thought Karl was being dumb for not understanding what he meant? It's a stretch. Then again they were mostly communicating in English the whole time so *shrug*.

Obviously it was for the audience's benefit. When he says shoot the glass, we go "oh man, John's running around barefooted. This is going to suck for him" and it does.

Its a strange request. Henchmen doesnt understand why he wants him to shoot the glass.

Karl knows what Hans is saying but cant understand the point of it because he doesnt know McClane is barefoot, so repeating in English is both for the audience and for Karl to understand that its actually what Hans wants him to do.

Henchman expects the boss to yell "SHOOT HIM!" not "SHOOT THE GLASS!"

The henchmen didn't know that John didn't have shoes on.

It was him just being like, motherfucker do what I'm telling you to.
