I'd go with release order, but mostly because each game plays way better than the last. 4 is the exception, but it's also the final entry in the story* so should be played last anyways. That said, 3 is a prequel that you can play basically whenever. 2 absolutely needs to be played after 1, half the plot doesn't make sense without it.
