Its been used for a number of games but Metroid Prime was the famous instance that made it into a meme. Also TLoU doesnt do enough new for the medium to be a Citizen Kane equivalent.

honestly I think it might be Mario 64

just like how the camerawork is the primary strength of Kane, the camera work and movement of 64 is what set everything for 3D games since

I don't know, a game where you arbitrarily can't turn the camera as far as you want a lot of the time doesn't stick out as a camera work masterpiece

OoT is probably closer to Citizen Kane, at least in terms of topping GOAT polls and reception. I honestly feel like I've seen Super Metroid more than Metroid Prime in those context.
