'roman' wasn't an ethnicity. most romans were probably what we consider modern italians, but any person of any origin could be a roman citizen. septimius severus was of north african descent and he was a roman emperor. rome was the world's first known truly cosmopolitan city and people of any background or race could ascend to the every level of roman society.

If you go back that far everyone in Europe is going to have some degree of relation, so sure, why not?

Of course there are major migration events from the East as the Western Roman Empire collapses. Goths into Spain and Italy, Franks into (surprise) what is now France, Angles, Saxons and Jutes into what is now England.

Might as well claim everyone is German (also not true, just demonstrating the futility of this).
