Most people walk their dog to pee and poop. Someone in the the apartment building where I rent, walks her dog and then takes it to the building's back yard to pee and poop.

Is there a country, maybe Venezuela, where this is protocol?

A lot of apartments near me have a small fenced in doggie area between buildings and thats where some do their business. Our last apartment had that and we would use that in bad weather. Some would walk and then use the area.

Actually, urine attracts mosquitos. If it is a small yard and a large dog, it is a lot of urine in one place. Last time I was out in the yard is August. There were 3 different but similar dogs taken out singly to the yard by this person. Most people cannot tell dogs apart, apparently.

Also it is a common area, not a public area.
