And if they did I don't know if it's actually a legally standing ban in NYC or NYS law Smallville posted... Do you think it will pass though? Do you even want it too? I don't think it will spend regardless of if it's put into law or not. People will still panhandler and those that want to give charity will still do it. I don't think they should do it legally because it sets a bad precedent.
