Nukes have to travel. Someone like Eggman would have defenses against that. Hell, Shadow could go out and intercept a nuke with Chaos Control.

It wouldn't have worked in that situation. And in response to such provocation, there'd be nothing to stop Eggman from blasting the white house from space.

Being able to test a nuclear weapon in space doesnt mean they could target the Space Colony Ark.

They would need to factor in the exact location, including distance from earth

Would we even have the missiles capable of going that far? IIRC the nukes that were tested in space only went about 50 miles above the earth. The international space station is about 250 miles above the earth. So I'm assuming the Space Colony Ark would have been as far as the space station, or father

It's a (once) functional colony in space packed with incredibly advanced technology including teleporters, gravity switches, ancient war robots, and multiple experiments in artificial life. Who knows what defenses it has against some little ol nukes?
