Universal Basic Income In the form of weekly or monthly payments. Out of the options listed the Refundable Tax Credit is the worst version of giving money to people who need it. They don't receive it until the year after the circumstances that qualified them for the funds is already over. And the funds are received in the form of a single lump payment. People, on average don't manage their finances very well and a single lump payment will not get utilized as well as 12 smaller payments would have been.
