Has there ever actually been a movie that explored the idea of one person randomly getting super powers, but then having to live as a fugitive as world governments try to hunt them down to either experiment on them or recruit them?

Damn I've had Kamehameha dreams as well. I've only used them against attackers tho and 70% of the time the beam is too weak to kill them
