In what way does the introduction of rank choice voting allow people to vote for someone they currently cannot vote for, or to not vote at all in a situation where they currently must do so?

I don't remotely disagree that it would be worthwhile to have, but it is not remotely needed in order to avoid voting for candidates who support genocide.
