What difficulty should I play on? I wanna play on the hardest difficulty, but is that Hard or Merciless? Merciless in Persona 5 was actually easier than hard due to the weakness boost

This. I believe they're on 2F of the dorm, Iwatodai station, and the strip mall in Iwatodai. You can get 2 SP drinks per machine, for a total of 6, and they refresh every... Sunday, I think I saw?

It's only 5 SP per drink but that can make the difference early on.

Also, obtain and level up Pixie to 4 ASAP. Orpheus and Junpei get Agi, Yukari gets Garu, and you're guaranteed to get Apsaras who has Bufu. Pixie completes your basic elemental coverage with Zio, but only if you level her up to Lv. 4. Otherwise you won't get Zio for a bit, and if you're trying to do each section of Tartarus in a day, then Zio coverage is important, as you'll soon run into Elec-weak enemies.
