I normally don't mind them much the first time I play something, but it makes replaying terrible unless the tutorial is pretty short.

Shouldn't be mandatory, but there should be a big warning that if you skip, you have no valid reason to complain later if you get lost.

Maybe give you a little bit of time to play and if you show you know what you are doing the tutorial is skipped, but if you don't, you gotta go through the forced tutorial.

Perhaps allow for first time playthrough, not the NG+ though.

I usually like having tutorials and pay attention so that I know what I'm doing.

It's the modern day equivalent of reading the booklet before you start a new game. Which I always did back when booklets were still a thing.

Indifferent, as long as they aren't too long. At the very least, they should give you the option to skip them on a second playthrough.
