To an extent, but some individuals in power try to actively make it impossible to do so.

It allows them to rig the game against others while making a pretense that they simply didn't try hard enough.

Bootstraps is prosperity gospel and prosperity gospel is bullshit and post hoc ergo propter hoc.

I mean sitting on your ass and watching anime isn't going to get you anywhere. So to a degree your success does depend on you actually trying.

but I realize a lot of "successful" people were products of luck, nepotism, or hardcore unethical grifting that most people aren't willing to stoop down to.
