https://www.nbcmiami.com/news/local/man-says-a-pit-bull-attacked-his-dog-at-miami-beach-restaurant/3139271/

The owner of the pitbull claims, in the article, that his pitbull is also a service animal.

Interesting... so a service animal, which is specifically trained to NOT be aggressive and violent suddenly tries to eat another dog.

Hmm... almost like there was some deep genetic blueprint you can't fully override...

Service dog training should have easily removed 200 years of breeding. The trainer should be held responsible.

had a pitbull lunge at me last night for daring to walk on the same sidewalk as a guy out walking his.

Good thing it was on a leash / chain or I would probably be hurting from stitches today and that dog would be put down.

I'm willing to bet that one of them was a service dog and one of them was a "service dog" where the owner just says that so they can take their dog wherever they want. You can't just declare your dog as a service dog. There are certifications and stuff that have to happen.

I wish we could demand paperwork from people saying their animal is a service animal.

You can't demand paperwork, but iirc legal service animals do have certain requirements they have to meet while serving in that capacity, such as having an official service animal vest.

such as having an official service animal vest.

Can't those be recreated?

Service animals should have a license, that one could show if need be.

They can be, but in terms of bare minimum requirements the odds of someone with a fake service animal actually bothering to get a vest and train the dog to wear it regularly are pretty low in the grand scheme of things.

EDIT: Turns out they don't have to wear a vest, and it's also illegal to ask for paperwork:
https://www.ada.gov/topics/service-animals/
You may ask:
  • Is the dog a service animal required because of a disability?
  • What work or task has the dog been trained to perform?
You are not allowed to:
  • Request any documentation that the dog is registered, licensed, or certified as a service animal
  • Require that the dog demonstrate its task, or inquire about the nature of the persons disability
Because service animals are not required to wear vests, a dog that is wearing a vest is not necessarily a service animal. The dog still needs to be trained to perform a task for a person with a disability to be a service animal.

I was told once you could just pay a fee to get a animal registered as a emotional support animal. Brother was looking into it to see if he could bypass his apartments no pet rule.

Emotional support animals are a lower category of service animal with different requirements but also different rules around what businesses are legally required to allow:
https://adata.org/service-animal-resource-hub/differences
Individuals with a disability may use and interact with working animals for a variety of reasons. But only dogs who have received specialized training to perform a specific task or tasks for an individual with a disability are considered service animals. This is the key difference between a service animal and all other types of working animals, including therapy, comfort animals, and emotional support animals.

What if I have a doctors note that says I need my emotional support animal at all times? Does that make it a service animal?
It does not matter if a person has a note from a doctor that states that the person has a disability and needs to have the animal for emotional support. A doctors letter does not turn an animal into a service animal.

EDIT: For your brother:
https://adata.org/guide/service-animals-and-emotional-support-animals
The Fair Housing Act (FHA) protects a person with a disability from discrimination in obtaining housing. Under this law, a landlord or homeowners association must provide reasonable accommodation to people with disabilities so that they have an equal opportunity to enjoy and use a dwelling.8 Emotional support animals that do not qualify as service animals under the ADA may nevertheless qualify as reasonable accommodations under the FHA.9 In cases when a person with a disability uses a service animal or an emotional support animal, a reasonable accommodation may include waiving a no-pet rule or a pet deposit.10 This animal is not considered a pet.

A landlord or homeowners association may not ask a housing applicant about the existence, nature, and extent of his or her disability. However, an individual with a disability who requests a reasonable accommodation may be asked to provide documentation so that the landlord or homeowners association can properly review the accommodation request.11 They can ask a person to certify, in writing, (1) that the tenant or a member of his or her family is a person with a disability; (2) the need for the animal to assist the person with that specific disability; and (3) that the animal actually assists the person with a disability. It is important to keep in mind that the ADA may apply in the housing context as well, for example with student housing. Where the ADA applies, requiring documentation or certification would not be permitted with regard to an animal that qualifies as a service animal.

Years ago the people renting the house next door had a pit bull tied up in their back yard. I think it was a mix because it was huge, but looked straight up pit. I got out of my car one day and it was loose. It started walking towards me slowly in my driveway with its head low, growling and showing teeth.

I tried not to make eye contact and casually walked to the front door. But that shit was terrifying. I think if I panicked it would have pounced.
