Even here in the US and when I was over there, we tried many techniques including integrating ourselves into their lives and even paying tribes to allow us to protect them. We tried showing them life without terrorist organizations and they still didn't care.

Canada would be justified to bomb any military targets they wanted.
Hopefully Trump wouldn't stock bombs and rockets in schools and hospitals let alone launch terrorist attacks from them, but if he did, Canada would have every right to strike back at them.

Ukraine routinely blows up Russian ammo dumps and even infrastructure like the Crimea Bridge to stunt the Russian war effort, and they're totally justified in that, too.

There's a difference between civilian casualties and deliberate targeting of civilians, including medical facilities and UN refugee camps.
