Imagine if Elon Musk decided to become a "superhero" by going to inner cities and locking up the population for petty offenses and other street level crimes. He doesn't kill people thankfully, but he also doesn't use his money to fund for greater causes that elect good faith politicians into office and solve poverty.

Every now and then he'll go after a "supervillain" but he spends his time locking up street level offenders. If they made a comic about him just doing that, it'd be boring. He doesn't lock up a supervillain everyday.

The vast majority of Batman stories have him dealing with supervillains. He doesn't "lock up" petty criminals everyday. And he doesn't lock them up at all.

You know this because there have been plenty of times where he'll be in the middle of rustle and tustling with some "thug" in an alley way and he'll get the bat signal and run off.
