Imagine if Elon Musk decided to become a "superhero" by going to inner cities and locking up the population for petty offenses and other street level crimes. He doesn't kill people thankfully, but he also doesn't use his money to fund for greater causes that elect good faith politicians into office and solve poverty. Instead he spends time seperating kids from their fathers.

Sounds like the police tbfqh, but if they were all billionaire capitalists.

This is like "I don't know anything about Batman 101".
He doesn't lock up anyone, that would be the justice system. He's been shown multiple times to help people who got into crime out of desperation with jobs in his company or subsidiaries. The Dark Knight straight up shows him endorsing and putting his money behind Harvey Dent. He has multiple foundations where he regularly donates money in order to help the poor with housing, education, medicine,...

He absolutely does use his money as Bruce Wayne to improve the city. You have no idea what you're talking about.

The problem (in universe) is that Gotham is basically super cursed and will never truly get better. Out of universe said curse is just the fact that without Gotham being a shithole you have no Batman stories.

If the Nolan movies provides anything, it says Batman's presence alone has made literal kingpins and mobster cower way back into the shadows. It also has also stopped a ton of corrupt cops, turned politicians and office workers into genuine good guys.

Batman isn't putting the bad guys behind bars. He is deliberately targetting low income demographics.

Doesn't Bruce Wayne also use his wealth for charitable purposes and plays an active role in politics? No idea how the comics are, but in Nolan's trilogy at least he did. It's just not as exciting to watch him make political fund raising or donations as it is busting up crime rings.

What gives people the right to go out robbing and murdering for personal gain?
Not to mention that Batman crippling people isn't the common occurrence you're making it out to be. That's pretty much confined to Frank Miller Batman stories like Dark Knight Returns/Year One and movies based on them like Batman Begins and BvS. In fact he straight up chastises Jason Todd for crippling a man when he could have disarmed him without any lasting injury.
He's gone too far before in canon like when dealing with Jason's death, but he instantly gets called out by any of his supporting cast or JL team members.

Again, "I don't know anything about Batman 101"

He doesn't want that smoke.

Now killing unarmed people in an open field? That's probably closer to his speed.

I mean would anybody be really surprised if it was revealed that he's eaten a puppy?

The vast majority of the stories are centered around the supervillains. That doesn't mean he's doing that everyday. He is spending most of his time targetting the street. You know this because there have been plenty of times where he'll be in the middle of rustle and tustling with some "thug" in an alley way and he'll get the bat signal and run off.

I replayed Arkham Asylum last year, and one thing I kept thinking about was how this place was portrayed as being an actual mental health institution with doctors and treatment facilities and the whole deal, but is so horribly run down and filthy and falling apart that in real life it would be considered inhumane to send anyone there.

And then one of the collectibles points out very clearly that Bruce Wayne is one of the main donors for Arkham Asylum

See what I mean? His political brownie points are all talk to put him on his own pedestal. Batman does nothing to combat society's actual problems, and he simultaneously is part of the bigger problem itself.

To be fair, most of the rundown areas aren't actually in use and it's run by a man who secretly thinks he's the reincarnation of Amadeus Arkham who wants to lobotomize everyone.
