Turbo? Vega/Claw by far. Stupid fun to play, frustrating to play against. Has Dhalsim-like range with claws, iframe super builder, ambiguous wall mix ups that include command grab option, option select super that only spends bar if it connects, psychic throw range that does crazy damage, and most of his moves are plus on block!

Balrog (boxer) is my favorite to play as but Bison (dictator) is my favorite character of that bunch. I don't generally care for charge characters but Balrog has always been that guy for me.
